Make disable hotkeys available as a free feature

Type: Bug / Entitlement Fix  Priority: High  Problem:  Disabling hotkeys is currently gated behind Pro, which is unintuitive and causing confusion and bugs (especially when subscriptions lapse). Proposed Solution:  Remove Pro gating for disabling hotkeys entirely. Notes:

• Likely a very small code change
• Aligns with philosophy: safety + control ≠ monetization
• Resolves multiple reported issues at once
